眼下,我國新能源汽車的(de)(de)(de)(de)保(bao)有量已占全球的(de)(de)(de)(de)50%以上。市場表現強(qiang)勢(shi)的(de)(de)(de)(de)同時,也一(yi)直面臨著(zhu)新能(neng)源車(che)推廣(guang)和普及的(de)(de)(de)(de)兩(liang)大難題:里程焦慮和充電難。
27460根!這是今年前5月,全省建設新能源汽車充電設施數,其中私人充(chong)電樁(zhuang)24679根,公共充(chong)電樁(zhuang)2781根;新建換電站17座,換電工(gong)位19個。
建成投運國內最大(da)規模(mo)的(de)智能充電(dian)停車樓(lou)宇、上(shang)線省(sheng)級充電(dian)設(she)施(shi)監管平臺、率(lv)先實現鄉鎮充電(dian)設(she)施(shi)全覆蓋……江蘇是(shi)新(xin)(xin)能源(yuan)汽車消費大(da)省(sheng),去年以來(lai),在多措并舉(ju)之下(xia),省(sheng)內新(xin)(xin)能源(yuan)車充電(dian)難(nan)題得以緩解(jie),但遠未根除。事(shi)實上(shang),記者(zhe)在采訪中(zhong)了解(jie)到,要真正破解(jie)“充電(dian)難(nan)”,僅靠“建樁(zhuang)”還是(shi)不(bu)夠的(de),深掘“消費市(shi)場(chang)”成為業界共(gong)識。
“充電樁多了,還是不夠用”
正是南京陰(yin)雨連綿的(de)(de)季(ji)節,但周末(mo)走進特斯拉南京德基廣場體驗中(zhong)心,前來(lai)體驗咨(zi)詢的(de)(de)顧(gu)客依舊絡繹不絕。工作人員感嘆:“端午和‘6·18’期間(jian),很(hen)多(duo)消(xiao)費(fei)者(zhe)來(lai)問有(you)沒(mei)有(you)促(cu)銷(xiao)活動。”一名(ming)顧(gu)客告訴(su)記者(zhe),身邊開電(dian)(dian)動車(che)的(de)(de)朋友越來(lai)越多(duo),感覺充電(dian)(dian)設施也變多(duo),是時候考慮(lv)新能源(yuan)車(che)了。打開一款“充電(dian)(dian)地圖”APP,記者(zhe)看到,僅(jin)新街(jie)口(kou)周邊5公里以(yi)內的(de)(de)充電(dian)(dian)樁(zhuang)、換(huan)電(dian)(dian)站就有(you)10余個。
新能源(yuan)(yuan)汽車有多(duo)火?數據(ju)顯(xian)示,今年1-5月,全(quan)省新注冊上牌新能源(yuan)(yuan)汽車67622輛,比(bi)(bi)2020年同期(qi)(qi)增(zeng)長(chang)291%,比(bi)(bi)2019年同期(qi)(qi)增(zeng)長(chang)139%。
車(che)多了,充電樁數(shu)量(liang)自然也(ye)要跟上去。相關機構預測,今年全(quan)國新(xin)增公共充電樁數(shu)量(liang)約在40萬(wan)個,到年末(mo),公共充電樁保(bao)有(you)(you)量(liang)有(you)(you)望超過(guo)115萬(wan)個,私人(ren)專屬充電樁/墻盒將接(jie)近150萬(wan)個,換電站保(bao)有(you)(you)量(liang)接(jie)近1000座。
新(xin)能源(yuan)(yuan)汽(qi)(qi)車產業(ye)發展,充(chong)(chong)(chong)電基(ji)礎設(she)(she)(she)施建(jian)(jian)設(she)(she)(she)是關鍵(jian)。江(jiang)蘇(su)擁有龐大的(de)消(xiao)費(fei)市場(chang),充(chong)(chong)(chong)電樁(zhuang)能否跟(gen)上(shang),直接(jie)影響消(xiao)費(fei)者(zhe)的(de)購車意(yi)向。截至(zhi)5月底,江(jiang)蘇(su)新(xin)能源(yuan)(yuan)汽(qi)(qi)車保有量(liang)已突破34萬輛,省內充(chong)(chong)(chong)電樁(zhuang)已逾15萬個(ge),推廣數量(liang)和充(chong)(chong)(chong)電設(she)(she)(she)施建(jian)(jian)設(she)(she)(she)數量(liang)增速明顯。但樁(zhuang)少車多、充(chong)(chong)(chong)電時段集(ji)中(zhong)以(yi)及充(chong)(chong)(chong)電樁(zhuang)建(jian)(jian)設(she)(she)(she)難等問(wen)題仍然存在。
今年“五(wu)一(yi)”期間,全省交通迎來“大考”,國網江蘇電(dian)力運營充(chong)(chong)電(dian)樁充(chong)(chong)電(dian)量共計331.1萬千(qian)瓦(wa),同比增長(chang)(chang)43.06%,其(qi)中(zhong)高(gao)速充(chong)(chong)電(dian)站(zhan)充(chong)(chong)電(dian)量共計 45.67萬千(qian)瓦(wa)時,同比增長(chang)(chang)154.26%,5月1日(ri)單日(ri)充(chong)(chong)電(dian)量更是(shi)高(gao)達10.45萬千(qian)瓦(wa)時。“充(chong)(chong)電(dian)站(zhan)、充(chong)(chong)電(dian)樁多(duo)了,但還(huan)是(shi)不夠用。”車主反映,個別高(gao)速充(chong)(chong)電(dian)站(zhan)“不可避(bi)免”地出(chu)現了充(chong)(chong)電(dian)排隊的現象
另外,充(chong)電設(she)施城鄉(xiang)分布相差巨大(da)。據國(guo)家電網有(you)限公司統計,全(quan)國(guo)約(yue)90%的充(chong)電樁(zhuang)均建設(she)在城市市區范圍,結構失(shi)衡導(dao)致鄉(xiang)鎮及農村地(di)區充(chong)電并不方(fang)便,影響了農村地(di)區電動(dong)(dong)汽(qi)車(che)(che)車(che)(che)主(zhu)的充(chong)電需求。江蘇(su)縣域經濟發(fa)達,鄉(xiang)鎮居民(min)機動(dong)(dong)化出行(xing)的需求與(yu)日(ri)俱增,加速(su)破解全(quan)省鄉(xiang)鎮居民(min)電動(dong)(dong)汽(qi)車(che)(che)充(chong)電難題也提上日(ri)程。
接電“定制化”,充電更“智慧”
直面充電難,全省各地正在分區、分批加速“破題”——
“小(xiao)(xiao)區(qu)充(chong)電(dian)樁不(bu)足(zu)(zu),一方(fang)(fang)面(mian)是因為小(xiao)(xiao)區(qu)建(jian)設(she)時未考慮相(xiang)關需求,電(dian)力容(rong)量(liang)總體(ti)不(bu)足(zu)(zu),無法(fa)建(jian)設(she)符合標準的充(chong)電(dian)樁;另一方(fang)(fang)面(mian)則是由于部分小(xiao)(xiao)區(qu)停車(che)(che)(che)位不(bu)足(zu)(zu),無法(fa)安裝(zhuang)(zhuang)固(gu)定充(chong)電(dian)樁。”國網江蘇電(dian)力營銷部副(fu)主(zhu)任陳(chen)黎軍(jun)說,為此(ci),今年4月(yue),國網江蘇電(dian)力出臺居住(zhu)區(qu)電(dian)動汽車(che)(che)(che)充(chong)電(dian)設(she)施報裝(zhuang)(zhuang)管理辦法(fa),針對用戶集中(zhong)車(che)(che)(che)庫、分散車(che)(che)(che)庫、聯排(pai)別墅等多種充(chong)電(dian)樁安裝(zhuang)(zhuang)場(chang)景,“量(liang)身定制(zhi)”不(bu)同報裝(zhuang)(zhuang)接電(dian)解決方(fang)(fang)案,并進(jin)一步簡化用戶充(chong)電(dian)設(she)施報裝(zhuang)(zhuang)申(shen)請業務(wu)流(liu)程,力圖(tu)打通居住(zhu)區(qu)接電(dian)“最(zui)后一百米(mi)”。
不僅城市(shi)居民(min)小區,鄉鎮(zhen)(zhen)布點(dian)(dian)也在(zai)加速。“做強(qiang)‘新(xin)基建(jian)’,加大充(chong)電(dian)(dian)網絡投(tou)資規模,去年我們新(xin)增充(chong)電(dian)(dian)設(she)施投(tou)資3.7億(yi)元,重點(dian)(dian)推進充(chong)電(dian)(dian)設(she)施城鄉全覆蓋(gai),在(zai)全省(sheng)各鄉鎮(zhen)(zhen)公共(gong)停(ting)車位累計建(jian)成4838個(ge)充(chong)電(dian)(dian)樁(zhuang)。”國網江蘇電(dian)(dian)力公司相關(guan)負責人透露(lu)說。揚(yang)州(zhou)是全省(sheng)首批享受到(dao)(dao)充(chong)電(dian)(dian)樁(zhuang)鄉鎮(zhen)(zhen)全覆蓋(gai)紅利的地區之一(yi),宜陵(ling)鎮(zhen)(zhen)沙王新(xin)村村民(min)許星深有感觸,“以前(qian)要開(kai)到(dao)(dao)市(shi)區才能充(chong)電(dian)(dian),現在(zai)鎮(zhen)(zhen)供電(dian)(dian)所(suo)充(chong)電(dian)(dian)站就設(she)在(zai)小區門口,這可方便(bian)多了。”
進入(ru)“5G時代”,全省首個(ge)“5G+智(zhi)能(neng)充(chong)電(dian)(dian)(dian)樁(zhuang)”今年(nian)3月也在(zai)揚州(zhou)高郵市序(xu)賢路(lu)快充(chong)站(zhan)投入(ru)運營。該充(chong)電(dian)(dian)(dian)樁(zhuang)集(ji)汽車充(chong)電(dian)(dian)(dian)、5G通信(xin)共享(xiang)、智(zhi)慧照明、視頻監控等(deng)功能(neng)為一體。“在(zai)充(chong)電(dian)(dian)(dian)樁(zhuang)上建(jian)(jian)設(she)5G微站(zhan),投資比原先(xian)節約七成,而且不另占土地,有效解(jie)決微站(zhan)建(jian)(jian)設(she)選址難(nan)、成本高等(deng)問題(ti)。”國網揚州(zhou)供電(dian)(dian)(dian)公司科(ke)技互聯網部主任(ren)于翔表示,各地可(ke)以(yi)配(pei)合市政規劃,把這(zhe)種智(zhi)能(neng)充(chong)電(dian)(dian)(dian)樁(zhuang)推廣(guang)到(dao)鄉鎮(zhen),以(yi)滿足鄉鎮(zhen)居民電(dian)(dian)(dian)動汽車充(chong)電(dian)(dian)(dian)和5G通信(xin)需求。
充(chong)(chong)(chong)電(dian)(dian)(dian)更智慧,已不(bu)僅體(ti)現在速度(du)上。曾經,各大充(chong)(chong)(chong)電(dian)(dian)(dian)樁(zhuang)運(yun)營商之間沒有互(hu)聯互(hu)通(tong),因此用戶(hu)不(bu)得不(bu)下載不(bu)同的(de)(de)(de)充(chong)(chong)(chong)電(dian)(dian)(dian)APP。今年4月,常(chang)州(zhou)市工信局牽頭打(da)造的(de)(de)(de)新能源汽車統(tong)一充(chong)(chong)(chong)電(dian)(dian)(dian)APP“常(chang)電(dian)(dian)(dian)通(tong)”正式對外服(fu)(fu)(fu)務,集聚萬幫星(xing)星(xing)充(chong)(chong)(chong)電(dian)(dian)(dian)、常(chang)州(zhou)供電(dian)(dian)(dian)、國(guo)網江蘇電(dian)(dian)(dian)動(dong)汽車服(fu)(fu)(fu)務、常(chang)州(zhou)潤源電(dian)(dian)(dian)建等運(yun)營商在當(dang)地(di)投運(yun)的(de)(de)(de)全部充(chong)(chong)(chong)電(dian)(dian)(dian)站(zhan)(樁(zhuang))信息,實現全市充(chong)(chong)(chong)電(dian)(dian)(dian)服(fu)(fu)(fu)務“一號通(tong)”“一張網”。據悉,全省充(chong)(chong)(chong)電(dian)(dian)(dian)設施運(yun)行監測(ce)平臺(tai)目前正加快建設中,并依托平臺(tai)開發全省統(tong)一的(de)(de)(de)充(chong)(chong)(chong)電(dian)(dian)(dian)服(fu)(fu)(fu)務APP,進一步提(ti)升消費者(zhe)的(de)(de)(de)充(chong)(chong)(chong)電(dian)(dian)(dian)體(ti)驗。
解決充電難,不僅靠“建樁”
在充電技術尚(shang)未(wei)取得革命性突破的當下(xia),面對日(ri)益增長的消費和充電需求,該如何(he)進一步破解充電難題呢?
業內(nei)專家給出了三個思路——利用現(xian)有信息管(guan)理(li)技術把所有充電(dian)樁納(na)入統一管(guan)理(li)平臺,并盡量做到共(gong)享;繼續加大(da)充電(dian)樁建設力度,吸引更多企業參與其中;探索(suo)換電(dian)方式、車電(dian)分離。
循此思路,從國家(jia)(jia)到省里正持續完善(shan)政策。5月20日(ri),國家(jia)(jia)發展(zhan)改革委、國家(jia)(jia)能源局發布(bu)進一步(bu)提升(sheng)充(chong)換電(dian)基礎設施服(fu)務保障能力的相(xiang)關征求意見,規定(ding)新建居住社區要落實(shi)100%固定(ding)車位預留充(chong)電(dian)樁(zhuang)建設安裝條件(jian),鼓勵“臨(lin)近車位共享”“多車一樁(zhuang)”等新模式。
記者從省(sheng)工信廳了解到,我省(sheng)編制了《江蘇省(sheng)新能源汽(qi)車產(chan)業發展“十(shi)四五”規劃(hua)》,對(dui)未來5年充(chong)電(dian)設(she)施建設(she)作出(chu)總體規劃(hua),并組織(zhi)修訂《江蘇省(sheng)充(chong)換(huan)電(dian)設(she)施建設(she)運營管(guan)理辦法》。省(sheng)內很多縣市區也在今年編制了充(chong)電(dian)樁布(bu)局規劃(hua)。
“我們將加(jia)大充換電設(she)(she)施建(jian)設(she)(she)運(yun)營政(zheng)策(ce)支(zhi)持力度,聯合省財政(zheng)廳制定2021-2022年補(bu)貼政(zheng)策(ce),考慮將換電站、加(jia)氫(qing)站建(jian)設(she)(she)納入補(bu)貼范圍。在全省開(kai)展居住(zhu)區(qu)(qu)專業(ye)運(yun)營商(shang)統建(jian)統營模式試(shi)點,形成(cheng)‘智能有序慢充為(wei)主、應急快充為(wei)輔(fu)’的(de)居住(zhu)區(qu)(qu)充電服(fu)務(wu)體系。”省工信廳產業(ye)轉(zhuan)型升(sheng)級處(省汽車工業(ye)辦公室)處長熊斌謙說。
“隨(sui)著(zhu)新能源汽車開(kai)發利用的(de)普(pu)及,遍布城鄉(xiang)的(de)加(jia)油站(zhan)也(ye)逐漸改為既可(ke)加(jia)油、也(ye)可(ke)加(jia)氣或充(chong)電(dian)的(de)設(she)(she)備。”國(guo)網(wang)(wang)江(jiang)(jiang)蘇(su)省(sheng)電(dian)力公司相關負責人表示,國(guo)網(wang)(wang)江(jiang)(jiang)蘇(su)電(dian)力將(jiang)與中石(shi)化江(jiang)(jiang)蘇(su)銷售公司開(kai)展進一步戰略合(he)作,將(jiang)符(fu)合(he)條件的(de)加(jia)油站(zhan)升級改造為油電(dian)混合(he)加(jia)注站(zhan);并配合(he)新能源汽車下鄉(xiang)活(huo)動(dong),推動(dong)充(chong)電(dian)設(she)(she)施下鄉(xiang),支持鄉(xiang)鎮供電(dian)所、加(jia)油站(zhan)增建(jian)充(chong)電(dian)設(she)(she)施。
江蘇擁有龐大的消(xiao)費(fei)市(shi)場,且有足夠潛力可待挖掘(jue),省(sheng)汽(qi)車(che)(che)行業(ye)(ye)協(xie)會特聘(pin)專家楊凱認為,應進(jin)一(yi)步加大充(chong)(chong)電(dian)(dian)網絡投資(zi)規模、下調充(chong)(chong)電(dian)(dian)設施(shi)服務費(fei)用、降低充(chong)(chong)電(dian)(dian)樁(zhuang)(zhuang)接入電(dian)(dian)網投資(zi),并(bing)促進(jin)長(chang)三角區(qu)域(yu)充(chong)(chong)電(dian)(dian)設施(shi)一(yi)體化發展,加快(kuai)省(sheng)際間充(chong)(chong)電(dian)(dian)設施(shi)互聯互通,帶動江蘇充(chong)(chong)電(dian)(dian)樁(zhuang)(zhuang)、充(chong)(chong)電(dian)(dian)材料等(deng)上(shang)下游產(chan)業(ye)(ye)協(xie)同發展,為全省(sheng)新(xin)能源車(che)(che)消(xiao)費(fei)市(shi)場擴容(rong)“持續充(chong)(chong)電(dian)(dian)”。(付奇)
