現(xian)將《河南省支持企業降本(ben)增效若干(gan)政(zheng)策措(cuo)施》印發給(gei)你們(men),請認真(zhen)貫(guan)徹執行(xing)。

河南省支持企業降本增效若干政策措施
為深入貫徹習近平(ping)總(zong)書(shu)記在河南考察時的重要講話精神,全(quan)面(mian)落實(shi)省(sheng)委十一(yi)屆(jie)九次全(quan)會(hui)部(bu)署,聚(ju)焦(jiao)“1+2+4+N”目(mu)標任務體系,堅持系統觀念(nian)、標本(ben)兼治、綜合施策,推動(dong)要素端、服務端、產業端、管理端協同發(fa)力降低企業成本(ben),結(jie)合我省(sheng)實(shi)際,制(zhi)定如下政策措(cuo)施。
一、加力降低企業研發成本
1.支(zhi)(zhi)持企(qi)(qi)業(ye)(ye)(ye)科技(ji)(ji)創新。鼓勵重點(dian)產業(ye)(ye)(ye)鏈(lian)企(qi)(qi)業(ye)(ye)(ye)聯(lian)合上(shang)下游企(qi)(qi)業(ye)(ye)(ye)、科研機構成立省級(ji)制造業(ye)(ye)(ye)創新中(zhong)心,以支(zhi)(zhi)持項(xiang)(xiang)目(mu)建設方(fang)式,按照(zhao)技(ji)(ji)術引(yin)進(jin)及購置科研儀器、設備(bei)和(he)軟(ruan)件等實(shi)際投資額(e)(e)(e)的(de)30%給(gei)予(yu)補(bu)助(zhu),最(zui)高(gao)不(bu)超(chao)過500萬元(yuan)(yuan)。支(zhi)(zhi)持企(qi)(qi)業(ye)(ye)(ye)研發和(he)應用首臺(套)重大技(ji)(ji)術裝備(bei)、首批次新材(cai)料(liao)、首版次軟(ruan)件、首套件核心電子元(yuan)(yuan)器件等產品,依據有關(guan)規定(ding)按照(zhao)銷售額(e)(e)(e)的(de)一定(ding)比例給(gei)予(yu)獎勵,單個企(qi)(qi)業(ye)(ye)(ye)年度(du)最(zui)高(gao)不(bu)超(chao)過500萬元(yuan)(yuan)。支(zhi)(zhi)持企(qi)(qi)業(ye)(ye)(ye)開展產業(ye)(ye)(ye)鏈(lian)關(guan)鍵核心技(ji)(ji)術攻(gong)關(guan),對重大攻(gong)關(guan)項(xiang)(xiang)目(mu)按照(zhao)審定(ding)項(xiang)(xiang)目(mu)總(zong)投資額(e)(e)(e)的(de)30%給(gei)予(yu)支(zhi)(zhi)持,首次撥(bo)付(fu)補(bu)助(zhu)資金(jin)總(zong)額(e)(e)(e)的(de)50%,通過驗(yan)收后(hou)撥(bo)付(fu)剩余資金(jin),單個項(xiang)(xiang)目(mu)補(bu)助(zhu)金(jin)額(e)(e)(e)最(zui)高(gao)不(bu)超(chao)過2000萬元(yuan)(yuan);對企(qi)(qi)業(ye)(ye)(ye)牽頭承擔工(gong)業(ye)(ye)(ye)和(he)信(xin)息(xi)(xi)化(hua)(hua)部重大技(ji)(ji)術攻(gong)關(guan)項(xiang)(xiang)目(mu)的(de),參(can)照(zhao)執行本政策。(省工(gong)業(ye)(ye)(ye)和(he)信(xin)息(xi)(xi)化(hua)(hua)廳(ting)、財政廳(ting)按職責分工(gong)負責)
二、加力降低企業轉型升級成本
2.支(zhi)持企(qi)業技術(shu)改造。實(shi)施設備(bei)(bei)更新(xin)貸款貼息和(he)融(rong)資(zi)(zi)租賃(lin)補(bu)貼政策,支(zhi)持企(qi)業設備(bei)(bei)更新(xin)和(he)技術(shu)改造。對投資(zi)(zi)額(e)(e)5000萬(wan)(wan)元以上的(de)重大技術(shu)改造示范項目(mu),按照設備(bei)(bei)、軟件(jian)實(shi)際(ji)投資(zi)(zi)額(e)(e)的(de)15%給予補(bu)助,最高不(bu)超過1000萬(wan)(wan)元。鼓勵國家級專精特新(xin)“小巨人”企(qi)業加(jia)強(qiang)技術(shu)改造,在(zai)“小巨人”稱號有效期內,以支(zhi)持項目(mu)建設方(fang)式,按照不(bu)超過設備(bei)(bei)、軟件(jian)實(shi)際(ji)投資(zi)(zi)額(e)(e)的(de)20%給予補(bu)助,最高不(bu)超過500萬(wan)(wan)元。(省工業和(he)信息化廳、財政廳按職責分工負責)
3.支(zhi)持(chi)企(qi)業(ye)數(shu)字化(hua)(hua)轉(zhuan)(zhuan)(zhuan)型(xing)(xing)。實(shi)施制造(zao)業(ye)數(shu)字化(hua)(hua)轉(zhuan)(zhuan)(zhuan)型(xing)(xing)全(quan)覆蓋行動(dong),編制重點(dian)產(chan)業(ye)鏈(lian)(lian)(lian)數(shu)字化(hua)(hua)轉(zhuan)(zhuan)(zhuan)型(xing)(xing)“一(yi)圖(tu)四清(qing)(qing)單”(場景(jing)圖(tu)譜和(he)數(shu)據(ju)要素、知識模型(xing)(xing)、工(gong)(gong)具軟件和(he)人(ren)才技(ji)能等(deng)4個(ge)要素清(qing)(qing)單),持(chi)續(xu)開展(zhan)企(qi)業(ye)數(shu)字化(hua)(hua)轉(zhuan)(zhuan)(zhuan)型(xing)(xing)免費診斷服務。支(zhi)持(chi)特(te)色型(xing)(xing)、區(qu)(qu)域(yu)型(xing)(xing)工(gong)(gong)業(ye)互聯(lian)網(wang)平(ping)臺(tai)建(jian)設(she),對平(ping)臺(tai)建(jian)設(she)單位(wei)按照軟硬件實(shi)際投資(zi)(zi)額的一(yi)定(ding)比例(li)給(gei)予(yu)后(hou)補(bu)(bu)助,最(zui)高不(bu)超(chao)過500萬元。深入推進省人(ren)工(gong)(gong)智(zhi)(zhi)能行業(ye)賦能中心建(jian)設(she),加快醫療、農業(ye)、制造(zao)、文化(hua)(hua)和(he)旅游、交通運輸等(deng)重點(dian)領域(yu)人(ren)工(gong)(gong)智(zhi)(zhi)能應(ying)用示(shi)(shi)范,根據(ju)建(jian)設(she)任務、賦能效果、推廣應(ying)用等(deng)情況,一(yi)次(ci)性給(gei)予(yu)最(zui)高200萬元資(zi)(zi)金支(zhi)持(chi)。組織開展(zhan)制造(zao)業(ye)轉(zhuan)(zhuan)(zhuan)型(xing)(xing)升(sheng)級示(shi)(shi)范縣(市、區(qu)(qu))創建(jian)工(gong)(gong)作,對入選的縣(市、區(qu)(qu))按照每(mei)個(ge)不(bu)超(chao)過1000萬元標準下達獎(jiang)補(bu)(bu)資(zi)(zi)金,試點(dian)實(shi)施期第一(yi)年撥付(fu)50%獎(jiang)補(bu)(bu)資(zi)(zi)金,實(shi)施期滿考核評價(jia)通過后(hou)撥付(fu)剩(sheng)余(yu)獎(jiang)補(bu)(bu)資(zi)(zi)金,獎(jiang)補(bu)(bu)資(zi)(zi)金由入選縣(市、區(qu)(qu))以支(zhi)持(chi)項目(mu)建(jian)設(she)方式專項用于支(zhi)持(chi)企(qi)業(ye)實(shi)施“智(zhi)(zhi)改(gai)數(shu)轉(zhuan)(zhuan)(zhuan)網(wang)聯(lian)”新技(ji)改(gai)、綠色化(hua)(hua)改(gai)造(zao)、產(chan)業(ye)鏈(lian)(lian)(lian)供應(ying)鏈(lian)(lian)(lian)數(shu)字化(hua)(hua)協同改(gai)造(zao)等(deng)。(省工(gong)(gong)業(ye)和(he)信息化(hua)(hua)廳、發(fa)展(zhan)改(gai)革委、財政廳按職責分工(gong)(gong)負責)
4.支持(chi)企業(ye)(ye)綠色化改造。對(dui)獲得國務院或者工(gong)業(ye)(ye)和(he)信息(xi)化部認定的國家級綠色工(gong)廠、綠色供應鏈(lian)管(guan)理企業(ye)(ye)等試(shi)點示范(fan)或稱號(hao)的企業(ye)(ye)(項目、平臺),以(yi)支持(chi)項目建設(she)方式,按照不超(chao)(chao)過(guo)設(she)備、軟件(jian)實(shi)際投資額的20%給(gei)予補助,最(zui)高不超(chao)(chao)過(guo)500萬(wan)元。加(jia)快推(tui)進鋼(gang)鐵(tie)行業(ye)(ye)超(chao)(chao)低(di)排(pai)放改造,對(dui)改造完成的鋼(gang)鐵(tie)企業(ye)(ye),及時指導其申(shen)請停止執行用(yong)電用(yong)水加(jia)價政策。(省(sheng)工(gong)業(ye)(ye)和(he)信息(xi)化廳(ting)、發展改革(ge)委(wei)、生態環境廳(ting)、財政廳(ting)按職責(ze)分工(gong)負責(ze))
三、加力降低企業人力成本
5.落實社(she)(she)(she)會(hui)保(bao)(bao)險(xian)補貼優惠政(zheng)(zheng)(zheng)策(ce)。對招用(yong)(yong)就(jiu)業困難人(ren)(ren)員并(bing)繳納(na)(na)社(she)(she)(she)會(hui)保(bao)(bao)險(xian)費(fei)(fei)的(de)(de)企(qi)業,按照其(qi)為(wei)就(jiu)業困難人(ren)(ren)員實際繳納(na)(na)的(de)(de)社(she)(she)(she)會(hui)保(bao)(bao)險(xian)費(fei)(fei)數額給(gei)予社(she)(she)(she)會(hui)保(bao)(bao)險(xian)補貼,不(bu)包括就(jiu)業困難人(ren)(ren)員個人(ren)(ren)應(ying)繳納(na)(na)部(bu)分(fen);對招用(yong)(yong)畢業年(nian)度(du)和(he)離(li)校(xiao)2年(nian)內(nei)未(wei)就(jiu)業的(de)(de)高(gao)校(xiao)畢業生,與之簽訂1年(nian)以上勞(lao)動合(he)同并(bing)為(wei)其(qi)繳納(na)(na)社(she)(she)(she)會(hui)保(bao)(bao)險(xian)費(fei)(fei)的(de)(de)小微企(qi)業,給(gei)予最長1年(nian)的(de)(de)社(she)(she)(she)會(hui)保(bao)(bao)險(xian)補貼,不(bu)包括高(gao)校(xiao)畢業生個人(ren)(ren)應(ying)繳納(na)(na)部(bu)分(fen)。延續(xu)實施階段性降(jiang)低失(shi)業、工(gong)傷保(bao)(bao)險(xian)費(fei)(fei)率政(zheng)(zheng)(zheng)策(ce),繼續(xu)執行工(gong)傷保(bao)(bao)險(xian)費(fei)(fei)率下調20%政(zheng)(zheng)(zheng)策(ce),失(shi)業保(bao)(bao)險(xian)費(fei)(fei)率按照1%執行,執行期限至2025年(nian)年(nian)底。(省人(ren)(ren)力資源社(she)(she)(she)會(hui)保(bao)(bao)障廳(ting)負責)
6.持續實(shi)施穩崗(gang)返還(huan)政策。參(can)保(bao)(bao)(bao)企業(ye)(ye)(ye)足額繳納失(shi)業(ye)(ye)(ye)保(bao)(bao)(bao)險費12個(ge)月以(yi)(yi)上,上年(nian)度(du)未裁員或(huo)裁員率(lv)不(bu)高于上年(nian)度(du)全國(guo)城鎮調查失(shi)業(ye)(ye)(ye)率(lv)控制目標(30人(ren)〔含〕以(yi)(yi)下的參(can)保(bao)(bao)(bao)企業(ye)(ye)(ye)裁員率(lv)不(bu)高于參(can)保(bao)(bao)(bao)職(zhi)工總數20%)的,可申(shen)請失(shi)業(ye)(ye)(ye)保(bao)(bao)(bao)險穩崗(gang)返還(huan)。大型企業(ye)(ye)(ye)按(an)照(zhao)企業(ye)(ye)(ye)及其職(zhi)工上年(nian)度(du)實(shi)際繳納失(shi)業(ye)(ye)(ye)保(bao)(bao)(bao)險費的30%返還(huan),中小微企業(ye)(ye)(ye)按(an)照(zhao)60%返還(huan),執行期限至2025年(nian)年(nian)底。(省人(ren)力資(zi)源社會保(bao)(bao)(bao)障廳負責(ze))
7.延續實(shi)施(shi)一(yi)次性(xing)(xing)擴(kuo)崗補(bu)助政策。對(dui)招用(yong)畢(bi)業年度、離(li)校2年內未(wei)就(jiu)業的高校畢(bi)業生和16—24歲登記(ji)失(shi)業青(qing)年,簽訂(ding)勞(lao)動合同并按(an)照(zhao)規定為其足額繳納3個月(yue)以(yi)上的失(shi)業、工傷、職工養老(lao)保(bao)險費的企業,按(an)照(zhao)1500元/人(ren)標準發放一(yi)次性(xing)(xing)擴(kuo)崗補(bu)助,執(zhi)行期限至2025年年底(di)。(省(sheng)人(ren)力(li)資源社會保(bao)障廳負(fu)責)
四、加力降低企業資金成本
8.強化高效精準(zhun)信(xin)(xin)(xin)貸(dai)(dai)(dai)(dai)服(fu)務。健全支持小微(wei)企(qi)業(ye)(ye)融資協調機(ji)制(zhi)(zhi),持續(xu)開展(zhan)“千企(qi)萬戶大走(zou)訪”活動,發(fa)揮省、市、縣級(ji)(ji)金(jin)(jin)融服(fu)務專(zhuan)員(yuan)和(he)金(jin)(jin)融會客(ke)廳等(deng)工作(zuo)機(ji)制(zhi)(zhi)作(zuo)用(yong)(yong),實(shi)(shi)施(shi)(shi)科技型(xing)企(qi)業(ye)(ye)首(shou)貸(dai)(dai)(dai)(dai)破冰、信(xin)(xin)(xin)用(yong)(yong)貸(dai)(dai)(dai)(dai)擴面行(xing)(xing)動,完善制(zhi)(zhi)造業(ye)(ye)中長期貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)項(xiang)目儲備(bei)和(he)推(tui)送機(ji)制(zhi)(zhi),用(yong)(yong)足用(yong)(yong)好國家新增3000億元(yuan)科技創(chuang)新和(he)技術(shu)改造再貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)及中央(yang)財政貼(tie)息政策(ce),2025年(nian)新增科技型(xing)企(qi)業(ye)(ye)貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)1600億元(yuan)。引導商業(ye)(ye)銀(yin)行(xing)(xing)落實(shi)(shi)適度(du)寬松的貨幣(bi)政策(ce),結合(he)貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)市場報價利(li)(li)率、自身資金(jin)(jin)成本等(deng)合(he)理確定企(qi)業(ye)(ye)貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)利(li)(li)率,實(shi)(shi)現新發(fa)放貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)加權平均利(li)(li)率穩中有降。組建省級(ji)(ji)征(zheng)信(xin)(xin)(xin)公司,提升(sheng)省融資信(xin)(xin)(xin)用(yong)(yong)服(fu)務平臺服(fu)務功能,拓展(zhan)信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息共(gong)享應用(yong)(yong)范(fan)圍,創(chuang)新融資信(xin)(xin)(xin)用(yong)(yong)服(fu)務產品。符合(he)條件(jian)的小微(wei)企(qi)業(ye)(ye)可申請最高400萬元(yuan)創(chuang)業(ye)(ye)擔(dan)保貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan),貸(dai)(dai)(dai)(dai)款(kuan)(kuan)(kuan)(kuan)期限不(bu)超過2年(nian),根據實(shi)(shi)際利(li)(li)率實(shi)(shi)施(shi)(shi)50%財政貼(tie)息。大力整治金(jin)(jin)融領(ling)域(yu)非(fei)法中介(jie)亂象(xiang)。(省發(fa)展(zhan)改革委、省委金(jin)(jin)融辦、省人力資源(yuan)社會保障廳、河南金(jin)(jin)融監(jian)管局、人行(xing)(xing)河南省分行(xing)(xing)按職責分工負責)
9.拓寬(kuan)企(qi)(qi)業(ye)(ye)融(rong)資(zi)渠道。加強政策(ce)宣傳引導,支持符合條件的(de)企(qi)(qi)業(ye)(ye)發行科技創新債券、綠色債券、鄉村振興(xing)債券等特色債券。開展重(zhong)點上(shang)市(shi)培育企(qi)(qi)業(ye)(ye)專題(ti)培訓,省(sheng)、市(shi)、縣(xian)三(san)級聯動(dong)協調解決(jue)企(qi)(qi)業(ye)(ye)上(shang)市(shi)進程中(zhong)遇到的(de)問題(ti),支持符合條件的(de)企(qi)(qi)業(ye)(ye)積極對(dui)接(jie)多層次資(zi)本市(shi)場(chang)。支持上(shang)市(shi)公司通過并購(gou)重(zhong)組、再融(rong)資(zi)等資(zi)本市(shi)場(chang)政策(ce)工具做優(you)做強。推(tui)動(dong)政府投資(zi)基金(jin)為企(qi)(qi)業(ye)(ye)提(ti)供(gong)全(quan)生(sheng)命(ming)周(zhou)期股(gu)權(quan)融(rong)資(zi)服務。(省(sheng)委金(jin)融(rong)辦、人行河南省(sheng)分(fen)行、河南證監局按(an)職責分(fen)工負責)
10.落(luo)實稅(shui)費(fei)(fei)(fei)優惠政(zheng)(zheng)(zheng)策(ce)。落(luo)實增(zeng)值(zhi)稅(shui)留(liu)抵退稅(shui)、先進(jin)制造(zao)業(ye)增(zeng)值(zhi)稅(shui)進(jin)項(xiang)稅(shui)額加計抵減(jian)、企(qi)業(ye)研(yan)發費(fei)(fei)(fei)用稅(shui)前(qian)加計扣除、文化(hua)事(shi)業(ye)建設(she)費(fei)(fei)(fei)減(jian)征等(deng)政(zheng)(zheng)(zheng)策(ce),對金融機構向小(xiao)微(wei)企(qi)業(ye)和個體(ti)工商戶發放小(xiao)額貸款取(qu)得的利息收(shou)入免征增(zeng)值(zhi)稅(shui),對金融機構與小(xiao)微(wei)企(qi)業(ye)簽訂(ding)的借款合同免征印花(hua)稅(shui)。嚴格行(xing)政(zheng)(zheng)(zheng)事(shi)業(ye)性收(shou)費(fei)(fei)(fei)項(xiang)目(mu)設(she)立審批管理,按照行(xing)政(zheng)(zheng)(zheng)事(shi)業(ye)性收(shou)費(fei)(fei)(fei)、涉企(qi)行(xing)政(zheng)(zheng)(zheng)事(shi)業(ye)性收(shou)費(fei)(fei)(fei)、政(zheng)(zheng)(zheng)府(fu)性基金和省定行(xing)政(zheng)(zheng)(zheng)事(shi)業(ye)性收(shou)費(fei)(fei)(fei)目(mu)錄(lu)建立、細化(hua)收(shou)費(fei)(fei)(fei)目(mu)錄(lu)清單,嚴格按照規定項(xiang)目(mu)規范收(shou)繳(jiao)工作。(省財政(zheng)(zheng)(zheng)廳、稅(shui)務局按職責分工負責)
11.推進清理(li)(li)拖(tuo)欠(qian)企(qi)業(ye)(ye)賬(zhang)款。全(quan)(quan)面落實(shi)(shi)中小企(qi)業(ye)(ye)款項支付(fu)投訴(su)處理(li)(li)辦(ban)法,優化(hua)(hua)拖(tuo)欠(qian)中小企(qi)業(ye)(ye)賬(zhang)款投訴(su)運行機(ji)制,用好全(quan)(quan)國(guo)“1+32”違(wei)約拖(tuo)欠(qian)中小企(qi)業(ye)(ye)款項登(deng)記(ji)(投訴(su))平臺,完善閉(bi)環管理(li)(li)機(ji)制,提升(sheng)投訴(su)處理(li)(li)實(shi)(shi)效,對(dui)重點線索快轉、快辦(ban)、盯辦(ban)、督辦(ban)。指導國(guo)有(you)企(qi)業(ye)(ye)嚴(yan)格落實(shi)(shi)《保(bao)障中小企(qi)業(ye)(ye)款項支付(fu)條例(li)》,按時(shi)足額支付(fu)中小企(qi)業(ye)(ye)欠(qian)款。(省工業(ye)(ye)和信息(xi)化(hua)(hua)廳、省政府國(guo)資(zi)委(wei)按職(zhi)責分工負責)
五、加力降低企業用能成本
