?新(xin)華社北京(jing)7月12日電(dian) 近日,國(guo)務院辦公(gong)廳轉(zhuan)發國(guo)家發展改革委《關于(yu)在重點工程項目中大力實施以工代(dai)賑促(cu)進(jin)當(dang)地群眾就(jiu)業增收的工作方案》(以下簡(jian)稱《工作方案》)。
????《工作方案》指出,在重點工程項目中大力實施以工代賑,既是促進有效投資、穩就業保民生、拉動縣域消費、穩住經濟大(da)(da)盤(pan)的(de)重要舉措,也是推動人民群眾共享改革發展(zhan)成果、提高勞動者素質的(de)有(you)效手段。要堅持以習近平新(xin)時代中國特色社會主義(yi)思想為指導(dao),進一步擴大(da)(da)以工代賑(zhen)(zhen)投(tou)資規模(mo),充分發揮以工代賑(zhen)(zhen)政策作用。
????《工作方案》提(ti)出4方面12條政策措施,主要內容包括:
????一是圍繞政府(fu)投資項(xiang)目,聚焦(jiao)七(qi)大建(jian)設(she)領(ling)域(yu)。在確(que)(que)保(bao)工(gong)程(cheng)(cheng)(cheng)質量(liang)安(an)全和符合(he)進度要求(qiu)等(deng)前提下,按照“應用(yong)(yong)盡用(yong)(yong)、能用(yong)(yong)盡用(yong)(yong)”的(de)原則,充分挖掘主(zhu)體(ti)工(gong)程(cheng)(cheng)(cheng)建(jian)設(she)及附屬臨建(jian)、工(gong)地服務保(bao)障、建(jian)后(hou)管護等(deng)方面用(yong)(yong)工(gong)潛力,圍繞交通、水利、能源、農業農村(cun)、城(cheng)鎮建(jian)設(she)、生態環境、災后(hou)恢復重建(jian)等(deng)七(qi)大建(jian)設(she)領(ling)域(yu),推動政府(fu)投資重點(dian)工(gong)程(cheng)(cheng)(cheng)項(xiang)目實施以工(gong)代賑。相關部門明(ming)確(que)(que)各領(ling)域(yu)重點(dian)工(gong)程(cheng)(cheng)(cheng)項(xiang)目實施以工(gong)代賑的(de)建(jian)設(she)任(ren)務和用(yong)(yong)工(gong)環節。
????二是細化工(gong)(gong)(gong)(gong)(gong)作任務(wu)(wu),充分組(zu)織當地(di)(di)群眾(zhong)務(wu)(wu)工(gong)(gong)(gong)(gong)(gong)。國家層面列出(chu)適用以工(gong)(gong)(gong)(gong)(gong)代賑的(de)重(zhong)點工(gong)(gong)(gong)(gong)(gong)程項目(mu)(mu),分領域形成年度項目(mu)(mu)清單。地(di)(di)方(fang)同步(bu)建立本地(di)(di)區適用以工(gong)(gong)(gong)(gong)(gong)代賑的(de)項目(mu)(mu)清單,實行動態管(guan)理(li)。項目(mu)(mu)所在(zai)地(di)(di)縣(xian)級人(ren)民政府與業(ye)主單位、施工(gong)(gong)(gong)(gong)(gong)單位建立勞(lao)務(wu)(wu)溝通協調機(ji)制,以縣(xian)域為主組(zu)織動員當地(di)(di)農村(cun)勞(lao)動力(li)、城鎮低收入人(ren)口和就(jiu)業(ye)困(kun)難(nan)群體等(deng)(deng)參(can)與務(wu)(wu)工(gong)(gong)(gong)(gong)(gong)。利(li)用項目(mu)(mu)施工(gong)(gong)(gong)(gong)(gong)場地(di)(di)、機(ji)械設(she)備等(deng)(deng),采取(qu)“培(pei)訓+上崗(gang)”等(deng)(deng)方(fang)式開展(zhan)勞(lao)動技(ji)能培(pei)訓和安全生產培(pei)訓。盡量擴(kuo)充以工(gong)(gong)(gong)(gong)(gong)代賑就(jiu)業(ye)崗(gang)位,合理(li)確定以工(gong)(gong)(gong)(gong)(gong)代賑勞(lao)務(wu)(wu)報酬標準,及時足額(e)發放勞(lao)務(wu)(wu)報酬,盡可能增加勞(lao)務(wu)(wu)報酬發放規(gui)模。
????三是嚴格規(gui)范管理,落實以(yi)工代賑(zhen)政策要(yao)求。重(zhong)點工程項(xiang)目可研報告(gao)或(huo)資金(jin)申請報告(gao)、初步設(she)(she)計報告(gao)或(huo)施工圖(tu)設(she)(she)計文(wen)件(jian)、批復(fu)文(wen)件(jian)等要(yao)件(jian)中,以(yi)適(shi)當形式(shi)體現(xian)(xian)以(yi)工代賑(zhen)政策要(yao)求。壓緊壓實項(xiang)目建設(she)(she)環節各(ge)方責任,在設(she)(she)計、招標(biao)投標(biao)過程中明確(que)以(yi)工代賑(zhen)用(yong)工及勞(lao)務(wu)報酬(chou)發放(fang)(fang)要(yao)求,加(jia)強施工現(xian)(xian)場日常(chang)管理,保(bao)障勞(lao)動者合法權益。強化(hua)事前(qian)事中事后全鏈條全領(ling)域監管,圍繞務(wu)工組織、勞(lao)務(wu)報酬(chou)發放(fang)(fang)、勞(lao)動技(ji)能培訓和安全生(sheng)產培訓等加(jia)強監管和檢查。
????四是完善(shan)保障措施(shi),加強投(tou)入支持(chi)(chi)和總結評估。堅持(chi)(chi)中(zhong)央統籌(chou)、省部協同(tong)、市縣抓落實(shi)。實(shi)施(shi)一批以(yi)(yi)(yi)工代賑中(zhong)央預算內投(tou)資(zi)(zi)項(xiang)目支持(chi)(chi)重點工程配套(tao)設施(shi)建設,勞務報(bao)酬占(zhan)中(zhong)央資(zi)(zi)金比例提高(gao)到30%以(yi)(yi)(yi)上。地(di)方各級政府積(ji)極(ji)安排專項(xiang)資(zi)(zi)金,統籌(chou)相(xiang)關領域財政資(zi)(zi)金加大以(yi)(yi)(yi)工代賑投(tou)入。及時(shi)總結推廣典型(xing)經驗做(zuo)法,對工作積(ji)極(ji)主動、成效明顯的地(di)方予(yu)以(yi)(yi)(yi)督查激勵。
